Outgoing Arizona Gov. Doug Ducey has agreed to dismantle a makeshift border wall that triggered a lawsuit by the federal government and rankled environmentalists.
In an agreement reached Wednesday with the Biden administration, Ducey said he would stop installing shipping containers on federal land along the U.S.-Mexico border, according to court documents filed in U.S. District Court in Phoenix.
The agreement comes one week after federal officials filed a lawsuit against Ducey’s administration saying the border project was illegally built on federal land.
It requires Arizona to remove containers installed in the Coronado National Forest by Jan. 4. State agencies must consult with the U.S. Forest Service to ensure materials are removed safely and without further damaging natural resources.
“We’re ecstatic,” said Robin Silver with the Center for Biological Diversity, which filed a notice of intent to sue Ducey’s office earlier this month over the wall because of ecological concerns.
Protesters spent weeks camping in freezing temperatures along the border wall, and had vowed to stay there until the containers were removed.
Ducey’s successor, Gov.-elect Katie Hobbs, a Democrat, has said she opposes the container project but has stopped short of saying she would dismantle it when she takes office in January.
C.J. Karamargin, Ducey’s spokesman, said the project was always intended to be a temporary solution until the Biden administration agreed to resume completion of a wall started under President Donald Trump.
With just a few weeks left in office, Ducey has doubled down on securing his state’s border with Mexico as local officials say they are seeing an uptick in illegal crossings due to confusion over Title 42, which set limits on asylum-seekers hoping to enter the U.S.
The Trump-era policy had been set to expire this week, but the U.S. Supreme Court on Monday ordered a temporary stay. It’s unclear when the court might rule on the matter.
In the meantime, Ducey’s office said it is working with local and state officials to deploy additional resources to places like Yuma County, which extended an emergency declaration Wednesday ahead of the lifting of Title 42. Details are still being worked out, Karamargin said.
Earlier this month, Homeland Security Secretary Alejandro Mayorkas authorized U.S. Customs and Border Protection to move forward with border projects in several regions, including in Arizona’s Yuma County.
Karamargin said the assurance from federal officials paved the way for Ducey to agree to remove the shipping containers.
“For more than a year, the federal government has been touting their effort to resume construction of a permanent border barrier,” he said. “Finally, after the situation on our border has turned into a full-blown crisis, they’ve decided to act. Better late than never.”
Ducey’s office is working with the Biden administration to “ensure they can begin construction of this [new] barrier with the urgency this problem demands,” Karamargin added.
Final details are still being worked out on how much a new project will cost and when work will begin. The shipping container project cost Arizona at least $82 million, Karamargin said.

West Bengal Coronavirus Lockdown News Today: Even as many states have issued alerts and advisories for rising COVID cases in neighbouring countries, West Bengal Chief Minister Mamata Banerjee on Thursday said her administration will not impose any new Covid curbs, especially during the upcoming Christmas celebrations and the Gangasagar mela. The chief minister, however, added that her state is getting ready to tackle any new COVID outbreak.
Mamata Banerjee further said that the pandemic, which paralysed normal life for long periods of time since it hit the country in March 2020, will be tackled as required if there is any resurgence in the state.
“We are monitoring all these. We have set up a committee also to take care of everything,” she said.
Mamata Banerjee also added that the annual Gangasagar Mela (fair), which attracts lakhs of pilgrims from different parts of India, will be held in January adhering to health safety guidelines as in 2020 and 2021.
“If it (resurgence of Covid) happens, we will take precautions accordingly,” she told reporters after meeting Governor C V Ananda Bose at Raj Bhavan.
Giving details, Mamata Banerjee said she and Bose discussed the Covid-19 situation, among other issues, in the context of the advent of Omicron BF.7, a new variant of the virus.
She had earlier expressed concern over the surge in Covid-19 cases in China, and advised health officials to form a committee of experts to keep an eye on the emerging situation.
The Florida GOP plans to hold a no-confidence vote in Republican National Committee Chairwoman Ronna McDaniel next month, a crucial test of the embattled leader’s strength just days before her own re-election.
Republican insiders say Florida has deep symbolic importance because it has consistently outperformed the national party in resisting the blue wave in 2018, re-electing Donald Trump when he lost the White House in 2020 and generating a red wave that failed to materialize nearly everywhere else in November.
After those three disappointing elections nationwide for the GOP, McDaniel began to face withering criticism from grassroots activists, party officials and conservative commentators. Earlier this month, the Texas GOP voted unanimously against her in a nonbinding vote, and then on Wednesday, members of the Florida GOP’s executive committee successfully petitioned for the straw vote on whether to “terminate” her as leader, according to the petition.
“Florida’s the most-talked-about Republican state and we’re going to vote Ronna down,” Anthony Sabatini, the GOP chair in Lake County who gathered the no-confidence petition, told NBC News. “It’s going to cause a cascading effect. She’s just steadily losing support. She knows people are just really mad. They all want her gone.”
The yet-to-be-scheduled vote by the Republican Party of Florida’s executive committee — expected to take place Jan. 14 to 20 — is nonbinding on the RNC, which will hold its chair election on Jan. 27.
She is being challenged by Harmeet Dhillon, an RNC committeewoman. Earlier this month, McDaniel announced she had the support of 101 of 168 RNC voting members.
But Sabaitini said he expects members will peel from her. He issued the petition in response to Republican Party of Florida Chairman Joe Gruters sending out a letter Tuesday endorsing McDaniel.
Neither McDaniel nor Dhillon could immediately be reached for comment.
Regardless of how the state party vote shakes out, Gruters said he’s sticking with McDaniel, whom he partly credits for Florida’s GOP gains in recent years.
“Whatever we’ve asked for, she has given us,” Gruters said. “Some of the people throwing the stones at Ronna have been the biggest failures in their own states. There should be some self-reflection by these people.”
An elected state senator and a CPA by profession, Gruters is running for RNC treasurer.
The messy race for national chair reflects broader troubles in the Republican Party. GOP members of the House are paralyzed over whether to pick Rep. Kevin McCarthy of California as speaker when the party assumes control next month. Senate Minority Leader Mitch McConnell of Kentucky is under fire from grassroots party activists for not winning the Senate, which establishment Republicans tend to blame more on Trump or National Republican Senatorial Committee Chair Rick Scott of Florida. And Trump is increasingly preparing for a nasty primary fight against Florida Gov. Ron DeSantis, who has yet to say whether he’ll seek his party’s nomination in 2024.
A Trump ally who has served under DeSantis, Gruters is one of three Florida Republicans who will vote on the RNC chair race in January along with the RNC’s committeeman and committeewoman from Florida. Gruters endorsed McDaniel earlier this month with Kathy King, the RNC committeewoman from Florida. She did not return a call and text message seeking comment.
The party’s national committeeman in Florida, Peter Feaman, wouldn’t tell NBC whom he supported for party chair, but said that McDaniel is facing a tough re-election.
“Harmeet has a lot of support from grassroots members. It’s amazing,” Feaman said.
The RNC chair race is emerging as a proxy issue in the race to succeed Gruters as Republican Party of Florida chair, pitting Leon County Chair Evan Powers and Sarasota County Chair Christian Ziegler against each other. Ziegler, who couldn’t be reached for comment, did not sign the no-confidence petition. Powers did.
“I don’t know where Gruters is getting his political advice from, but it’s bad. The grassroots here doesn’t want Ronna,” Powers said. “We’ve had three losses nationwide and that’s enough for a lot of people.”
Some Republicans have speculated the chair races at both the state and national levels also reflect the party divisions between Trump and DeSantis, but informed Republican insiders say it hasn’t manifested, at least not yet. Gruters said he endorsed McDaniel because she did a good job and he did it without the input or urging of either Trump or Trump’s adviser, Susie Wiles, whom some Republicans speculated was involved.
“No. She had nothing to do with it,” Gruters said. “This is about who is best to be RNC chair, and that’s Ronna.”
